2023 was the year that Artificial intelligence entered the cultural zeitgeist, and 2024 was the year it became ubiquitous. Yet we find ourselves in 2025 with significant questions about how, or whether, state and federal lawmakers will respond to the new opportunities and challenges posed by this ever-advancing technology. The disparity between the rapid advancement of technology and the slower pace of legislative action is perhaps unsurprising to those who follow policymaking. But there are reasons to believe that 2025 will be the year that AI-focused policymaking debates take center stage.
The Trump administration and Congressional Republicans arrived in D.C. this January with an electoral mandate for ambitious change and have quickly signaled that they will seek to encourage AI development through deregulation. At state capitols, lawmakers can now look to the work of early actors in California and Colorado as they decide how to tackle regulating a technology they are (understandably) just beginning to understand.
It is within this context that Plural is excited to announce the launch of AI Policy Watch — a weekly newsletter that will empower you to explore and understand the state of AI policymaking during this crucial year. The Policy Watch will consist of two aspects aimed at helping a diverse audience of readers assess the most important developments and the larger scope of AI policy in Congress and across all 50 state legislatures.
First, each week we will explore a trend, bill, or development that is of particular importance at the moment. These concise and actionable insights help readers keep the pulse of developments across the country. Our first iteration of AI Policy Watch takes a look at how lawmakers are targeting the use of AI by health insurers.
Second, readers will have access to a curated universe of AI legislation being considered throughout the country. This comprehensive collection of legislation will inform high-level metrics on the progress of policymaking and provide pathways for readers to quickly identify relevant legislation, organized by jurisdiction and topic.
